That is definitely not the case, there are many well established, reputable ebike makers (Trek, Specialized, Fuji, Cube, Tern, etc.) but the bikes you linked aren't.
If you're looking for a budget option, go with something from REI. If you don't have enough, keep saving, or consider taking a well made regular bicycle and using a decent conversion kit.

No, you shouldn't but it is what it is at least for now. Maybe one day we'll see some legislation that helps stop landlords from arbitrarily banning stuff like that.
We'll see, I think the industry will eventually get to the point where batteries just don't catch on fire anymore because they switch to a more stable medium and improve on design flaws, reliability, and overall durability. It will take time and there will likely be hold-overs but we'll get there one day (and in the meantime, even regular bicycles are still pretty fucking awesome).

Yeah I'll be sticking with my Steam Deck lol, this thing is damn near perfect. Asus has been pulling some shitty stuff with their PC components too lately, so that makes me a lot less likely to even consider them as a company. Back in the day they were one of my go-to brands, not so much now though.
