The Western powers, but mostly Western Europe. The Baltic states and Poland were very wary of Russia and there multiple news articles of them fearing a Russian invasion (Lithuania 2017).

I disagree. It can be part of the costume. Some characters in media are known because of who they were and the things they did or what happened to them specifically because of their skin color. A thousand people protesting police brutality towards a specific group by dressing and wearing make up to look like the specific group would be a show of solidarity to me. Going to a costume party as a hero from an non-white nation and doing the best to look like that hero has nothing to do with hate.
